yes you can...you can also primitive camp, fish, etc...there are bathrooms. a lot of times the water is posted due to high bacteria counts but I've seen lots of people flat out ignore those signs (they are prominent) and let their children swim & play...be aware there are sand bars close to the beach and there are deeper areas between each one which does create rip-tides and a strong undertow & there are no lifeguards...
Yes you can drive on it. Ride atv's also. More of a primitive beach. Not a big vacation destination. Alotnof people fish on that beach also.
You can but always have a chain or tow rope just in case
