You Need the five dollar pass unless you are a county resident.they are available at the site and at a convenient mart just down the road, add well as other pieces.there's a list on line of places to get one
You must have a 4x4 to get on beach.
A beach permit from the city. Although I wouldn't recommend driving on it.. the beaches here are much softer and you're much more likely to get stuck.
