They didn't have electric carts. They are definitely handicap accessible. My mom has her own scooter and was able to get everywhere with it inside the gulfarium.

Handicap accessible? Yes the parking is accessible, you can look on their website or call them to ask but I saw nowhere I would call large enough for an electric scooter. Wheelchairs would fit fine. It's an old building sna small, there are steps in several places and the halls are not wide.
