The park has handicap equipped camp sites. But there ia no beach access at all. They do no rent any beach items. They are very close to A1A and you can basically leave the park turn left and head north along a1a till you find a place that can rent what you need.
The Tomoka Outpost rents lots of stuff like kayaks and paddleboards, but I didn't see a beach wheelchair. The park isn't on the beach. It borders the Intracoastal and the river. I'm not sure where you'd need a beach wheelchair at the park. The park itself is accessible to regular wheelchair, and there are many wheelchair accessible camp sites with paving. If your intention is to go to the actual beach (not just the park), there's probably someone in town that rents them.
Theres not really a beach, its more like a river bank.
