If you book directly with La Quinta (by phone or website) the policy allows cancellations up to 24hr prior, however if you book within 24hr of your arrival it would be a 6pm hold. You must cancel by phone and received a cancellation number otherwise your card will be charged and the reservation marked as a no show.
You usually have until the day of (prior to 4pm) to cancel with no penalty, however, many places vary.
It depends on which site you book from. Sometimes there is a small cancellation fee.
