Yes, they should be. If it's a public area (eg. hiking trail, stream path, etc), you should be able to bring your dog. If it's a service dog, absolutely. If it's a "dangerous" breed that the public may not like (staff terriers/pitbulls, for example), or if your dog snaps or growls at strangers, it may be a good idea to have a muzzle of some sort. Always check and make sure that dogs are allowed, though. I know there's a few spots where dogs are allowed, but it'd be very tricky getting them through the path (there's a spot with a small concrete bridge that the dog may not want to go over).
