I'm out of Idaho & I'm pretty sure Washington did something very similar They changed the Driver's licenses, Idaho to a star card & Washington to an enhanced license or ID & I couldn't fly if I didn't get one. But as I minor....I'm not sure! Do some research I'm sure you'll find your answer.
No you don't need to. If you are too young to have an ID your parent can vouch for you. My kids have flown southwest unaccompanied for years and they never required an ID, just me signing them in prior to travelling. Your dad can also go back to the gate with you (so through security and everything) that should make it easier!
