The Buckstaff is the operating bathhouse in Hot Springs. All wilderness springs are protected under federal law, kind of like Yellowstone. You would get arrested for bathing in them. There is the park at the north end of Bathhouse row that you can put your hand in, but it is very hot and would likely burn yourself pretty good if your hand was in the water for more than a few seconds.
Yes there are bath houses on Hot Springs row where you can pay to have the baths. There are many options available, so call or go to Hot Springs website!
There are several bathhouses/spa's to choose from. There are rumored to be wild springs as well but they tend to be kept secret.
There are two operating bathhouse. The Quapaw and Buckstaff bathhouse. The Arlington hotel also has an old world style Bath house.
Natural hot springs are over 140° and would be dangerous to soak in. The bathhouses lower the temperature to make it safe to soak.
