Theres parking meter spaces near the spring. But thers a free parking garage about 6 blocks away.
There is an observation tower on top of the mountain, we enjoyed the view
There are sources of water all over town, including main street. You can drive to the top of the park too of that's what you were really asking.
As you face Bathhouse Row, to the right is the HQ for the National Park Service. In front of that is two long rows of metered parking. 25 cents for 30 minutes. It takes nickels and dimes also. I paid for 3 and a half hours and we had over an hour left. It is worth the money for the short walk.

The main part of hot springs that we visited was the Hot Springs in Bathhouse Row. At the turn of the twentieth century many Spas were built and now it's more like a museum visit. Some of the bath houses are used for cafes and boutiques. Quapaw is what we enjoyed where we actually enjoyed this experience. Also, in and around Bathhouse Row there are areas where you can dip your hand in the water and see the steam rising up naturally from the ground.
