Yes, you can visit the waterpark without staying in the hotel. Yoyncan purchase admission wristbands in the Arcade when you arrive. The wristbands are good for the entire day of purchase.
Dumb hotel if you stay at hotel you should get to use the pool. But no you have to spend $20 on top of your room rate. Just raise the room rate.
