According to the automated message, TRNP is closed until further notice due to the lack of appropriations. I haven't been by, so I don't know if the roads in are obstructed. That said, if you're a reasonably fit and seasoned hiker (and you have the time and inclination), you can probably hike in on foot since there are trails connecting the two units of the park. Try not to get lost though - those badlands hills all start to look the same after a while.
