Yes, they have to be on leashed. But on the arboretum side only. Dogs aren't allowed in the gardens.
No dogs aren't allowed. We drove all the way here with our dogs after reading this post. There is a sign on the front entrance that specifically says no dogs.

I have seen pets there. I believe that the answer is yes. I suspect that leashes are required.
