We were there before memorial day this year too, it was a bit windy and a little rough but some folks were swimming. You have to go day by day.
Waves were to rough when we were there in may this year,even the sound side was to rough for kayaking ,just have to see when you get there
Usually it's fine, check and see if there are any rip tide or rough wave warnings because it can change each day
Everyone there gets in the water. Sometimes the waves can knock you down but people still swim. You just have to watch out for rip currents. I have been going to Hatteras for years and the beach was only closed once because of rip tides.
We have had no issue with swimming there. But, just like any beach, keep your eyes peeled for rip currents and take necessy precautions. We do generally like to try to go during low tide though.

From what I can recall, swimming was just fine oceanside. I mean, take necessary precautions as it is the ocean, but you'll have a great time!
