Can someone who is not a resident come to this beach

Yes. I'm from out of state and just paid the $50 parking.

Unless it just changed post-4th of July, Coopers was NOT allowing anyone to park at beach without a permit. However, they allowed dropoffs across the street & bike riders. Again, it was like that all thru June (both on weekdays & weekends) but could've changed.

I was able to go and I'm not a resident, but I did stay at a nearby hotel.

But they DO NOT sell day passes at the beach. Inquire at the village hall (on Main St.) during the week to verify access.
