It costs money to give free beverages and have them served to everyone and the casino had a lot of electrical costs keeping it clean costs money. You can't run a covid-19 free business for free.

You have to pay to play even if it's closed

I believe it's just policy. Resort fees include other amenities that are not closed typically.
