The Osprey was likely hit by a car or truck while flying across the freeway. Unfortunately, raptors (and other birds) get hit and killed by vehicles more than one would think. It is VERY SAD!!!!! It's mate will likely have to abandon the nest this year (if eggs have already been laid) and find a new mate for next year. There is a possibility that they can find a new mate quickly, though, and still be able to successfully nest this spring.
I would call Wild Life Images of any dead wildlife deaths and the location I saw it...
