Probably not. There are a lot of steps, especially if taking the long tour. And some are damp and slippery. If carrying the little one, it could be a little risky.

Not really. It wet and dark, with some pretty lights.
best if little one is in stroller my three year old had a few slips on the small trail and by the time we were 3/4 way done she was tired and had to be carried . but she really liked it.
I agree with Jason; carrying a toddler up and down hundreds of wet, sometimes slippery, steps wouldn't make for an enjoyable visit for you or the child. Tours are on a schedule so you need to decide if you can keep up with the tour group. Also, you might want to check before going to see if young children are even allowed on the tours.
If you take the short path maybe, it all depends if your little one likes to walk
