Yes swimming is allowed and, owing to it being a shallow cove the water remains relatively warm and wave-friendly. That is not to suggest that it is safe for bad/non swimmers, or that you wouldn't enjoy the experience ore if you wore a wetsuit (as, I'd say half of those I see braving the chilly water, do)
Swimming is aloud but be sure to be careful about wildlife because last time I went swimming there a relative of mine almost got stung by a jellyfish
