I do serving gigs for a company that contracts with Presidio Golf Course. I booked a gig with them and when I showed up I was told I wasn't needed after all. No big deal as the third party app that books these gigs has a policy that makes sure I'm compensated if I show and am not needed. They however told the third party that I did not show up. After I spent over an hour driving there. They lied to save themselves 4 hours at minimum wage. Completely unethical business. Those 4 hours of minimum wage would have made no difference in their bottom line but means the world to a struggling gig worker.

Tough course. Well kept. While I appreciate that they are open on Mondays, there is always significant amount of maintenance going on. (Most private courses are closed on Mondays). If you're going to do significant maintenance (chain saws, backhoes, etc ) , discount the rate. I know maintenance is critical but the last time I was there on a Friday, there were guys replacing bunker sand with hard hats on and wanted us to hit approach shots while they worked. If I accidentally hit a stinger, I could hurt someone. No one wants that. Under normal conditions, it's a challenging course, well kept, in a quiet santacuary in a busy city. Can't complain about that.

Course was ok although the GPS in the cart was wrong several times especially on the first when it said it was 160 yards when it was more like 120 yards and I travelled 3 clubs more than needed well over the back of the green. Seemed to be lots of Marshall's but none of them doing anything as the 2 ball behind us drove on top of us twice but sensibly kept their distance from us when they realized we were not best pleased. Traffic leaving this place at 4pm Saturday was horrendous and price of drinks and food excessively high.

Beautiful course by the bay. The staff are friendly and helpful. Cafe has good food and drinks - breakfast sandwich and bacon cheeseburger are so yummy. The fairways are nice, but the greens are difficult, especially the back nine.

It's public course, Note that driving range balls are included with your green fee, and the driving range closes at dusk.
I think it opens around 7_7:30 and closes late afternoon early evening. They do not have lights so one could assume closing time would be early enough for them to pick the balls before it gets dark. A bit vague as an answer.... Best is to call.
Yes Presidio allows cart rentals. Green fees with a cart will vary depending on time of day and week. Additionally there are reduced rates for SF residents with proof. Enjoy the course.
