Are the facilities for a wheel chair.?. Or activities where a wheel chair person can enjoy the scenery?.

There are boardwalks and the Rangers have a vehicle to transport handicapped to top of Ridge. Just ask.

There is a picnic area set up with wheelchair access, but it is not near the dunes. There is also a very interesting, educational visitor center that is wheelchair accessible too. Unfortunately, I'm not aware of any access to the dunes though.

probably not, you would have to park the car and it's a sandy area to enjoy the view.
