Unless you get a special FAA permit you can not fly there, you are in a 3 way 5 mile radius restriction zone, Boeing field, Renton airport and Seatac. No fly zone.

Most public parks do not allow the use of electronically or fueled powered vessel. For example, no Radio Control (RC) boats in ponds, no RC cars, no powered scooters, no powered RC aircrafts, (Segways are considered a mobile device in lieu of walking by law), etc. Drones are considered unmanned aircrafts and must follow FAA Regulations. The use of a drone in an unauthorized area will not only violate local laws, but Federal Laws. I represent other Municipal parks in a different state, so I suggest you contact the City, County, State and Federal laws. In addition, there are photography permits may apply. Depending on its use.

Kubota Garden is a Seattle park. I think drones are cool, but sometimes they can become invasive. Hence the moniker "Eyes in the skies"

Angie has a smart answer. My friend who is an RC fan would not even ask. He would just go do it. Obviously you will use good judgement.
