Ashley, it was $30 enter the park with one vehicle for us the other day. However the scenic route was closed because there were too many people on it. I would highly recommend if that's what you want to go and do and drive through the park is to get there as early as possible before 9 a.m. . For whether I would check the almanac

Zion is open year round, but the shuttles won't be running. Weather will likely be nice - 50's to 60's. It costs $15 per person if you hike in or $30 per vehicle if you drive in.

Yes there is a fee for all National Parks. I was there 2 weeks ago and it was windy and chilly.

I was there camping last weekend and we were looking at sixty degree days and thirty degree nights. I expect it'll be colder in December and be ready for a possibility of snow! I paid thirty dollars for a car pass at the campsite but I'm not sure what the cost would be for just a day of hiking.
