Nope. Facility is only open to hotel guests. Hotel guests can get day passes for other guests, but they're probably not cheap.
No you can't, however, if someone you know is staying there you can ask them to get you a guest pass, it's not free. But they don't have many of those passes, so it's hit it miss.
