Yes, with rhe exceptions of the upstairs cafeteria and lower stairs to the "hole" which is the lock up for the isolated trouble makers.
Yes they are handicap friendly the only places that you wouldn't be able to get to is the cafeteria ( 2nd floor ) and the "hole" ( basement ) but everywhere else you should be able to get to including the museum and the gym
