Yes you get plates the same day. If you don't have a police report you need to bring the other plate and your insurance. Its like $30
If you have the other plate, you don't need an mv78b "lost/stolen item" form from the precinct. Make an appointment or show up an hour before they open to line up with the walk ins and bring proof of insurance.

The ticket itself is proof of the problem, so that's kind of the police report. But you have to register everything online before going into the office and I'm not sure if you get the place the same day.
