We want to camp at Lewis Mtn for 3 - 4 days starting Monday 19 Oct. We know it can't be reserved, but what would be the best time to arrive, and what are chances for getting a site?

You should arrive between 7/8am, you just keep driving through until you see someone getting ready to leave
