It really depends: if you need to register a vehicle, renew your license, surrender your plates, transfer your plates... then NO, you do not need to schedule an appt. There's a space around the side and back of the building where you'll stand on line to receive and return forms. If you are taking a test, then YES, you must. I know this because I've done it and still doing it...
