The Circulator bus will take you around the National Mall. Hop on outside Union Station and ride around to the Smithsonian. http://nationalmall.dccirculator.com/
The Chinatown bus goes up 7th St, but the Smithsonian is composed of many buildings and museums away from Union Station.
