They have a special program with powered wheelchairs you need to call them to get additional information

The flattest trail is the Davis Ponds trail. If you are bringing a manual power wheelchair I would recommend having another person to help push on the uphill. Staunton also has a motorized track chair program that is free to the public to reserve. Just check the parks website!
Depends. I saw a wheelchair with "tank-style" treads on the first part of the trail, but you certainly can't go all the way up. I'd call and ask about it.
