Hi there. I don't know about Washington vehicle but the answer on an Oregon vehicle is yes. If you call DEQ you can now talk to a live person.

It is the administration office to support all testing facilities around Portland metro and Medford. They have 6 testing failities around metro. Call or check their website before you come
