Call the county of detention of king county you can get the number by calling 411 or In Google mark Bothell Police Department and there you will get an address or phone number Or dial 411 and follow the operator's instructions

No. You need to go to your local district court, most likely either Redmond in King County or Everett in Snohomish County depending which county you live in.
