I do not know for sure. I believe they are.
Everything is plug and play but you will have to go to the settings of your Comcast to program the remote to your TV.

Could be your modem or perhaps a bad/weak wire. I would suggest stopping into your nearest Comcast Center (tomorrow or sometime this week) and picking up a fresh one. They can put in a 'trouble call' for you too, while you're there (tech comes out and checks your set up, wires, etc)
