Yes any and all trails but need to be on a leash...
All of the public acessable areas are I open to all. If you go on a mile plus hike there are less people.

There are many excellent trails in the Conservation Area. Good maps are available at the local NCA headquarters.
No. The sites are first come first serve at Red Cliff. I got there Thursday afternoon-ish and got a spot thru Monday. Campers do come and go, though. Weekend nights, all the sites were full.

I don't know where you read that... St George is one of the safest places ever!! It's 60% LDS and the majority of people who visit (tourism is huge here) are either families from up North (where it's 95% LDS in many areas) or health nuts here to bike the red Rock or run marathons. I'm not LDS myself, but when it comes to being very superficially kind and helpful to strangers and not stealing or hurting other people, they're pretty dang solid. I've lived in Utah for 26 years, St George for 3 and it's seriously one of the safest places ever. Maybe the crime rate was speaking to opioid abuse? We rank top in the nation in that, sadly.

The Bone Wash trail is my favorite.
There's at least 2 camping sites I believe, 1 of them is at the Red Reef trailhead. I think the other one is over by Snow Canyon which is on the other side of the park
Sure, I don't think anyone would have a problem with that. There is only a camp host no state or federal cops at that location. Also no aircraft around . If you are really worried ask and I'll get I a official (fed park ranger) answer...
There's an on your honor pay station. I actually didn't camp and am therefore unfamiliar with fee. Enjoy :)

If you have a NPS annual pass that will cover admission. I would suggest downloading the PDF of the trails. You can also stop by the visitors center located in downtown St. George.
Keep them on a leash. Good courtesy for everyone. Sometimes children playing.
