I've never known there to be a cover...doesn't mean they haven't changed it, but in 9 years there's never been one
It's hood so your good if your dressed up or dressed down. Anything goes from shorts, pants, sweatpants its not 7th street.
Yoi can always call the police, they report it to them when they tow a car. You can get the info from there.
I don't think they were open because the ice on the roads and if they were they could have closed early
