Was closed when we were out scouting for skate spots, but it was well-kept and there's plenty of space to practice skating around the rink itself.

No, you do not have to live in Brentwood.
It's unmanaged, so really do what you want. No lessons since it's just open to public use.
It's hard concrete, fairly smooth. Use a speed puck or a ball hockey ball. Its one of the nicer setups in Saint louis., iMO.
This is an outdoor roller hockey rink. You can't rent skates here.
