According to the ranger manning the entry booth, dogs are allowed everywhere (including the fort itself) except for the gift shop. There were multiple dogs there inside and outside of the fort when we went. This is as of 16-Mar-2018.

The lower level of the fort is accessible by wheelchair but the slope on the Sally port can be a bit of a doozy so be prepared for that. There is also a paved trail that goes from the parking lot, around Battery Hambright to the North Pier and back. The Visitor Center has access ramps and power assisted doors too!
Yes it's open, and you can drive over the bridge (after paying $10 per person) to the parking area.

You are welcome to ride your bike anywhere but inside the fort. We do have a bike locking station at the visitor center

We take our dog to the back beach all of the time and it’s great. Follow the nature trail at the back left hand corner of the main parking lot to get there. There is a flat area of the beach that is perfect for the dogs to wade and play in. The back river is not the main Savannah River, it’s the Savannah River South Channel. The only small personal boats and the Coast Guard boats pass by. Are there gators? I’ve never seen one on that beach, but gators live on every barrier island in GA and occasionally venture into the salt water, but very rarely. I’ve lived here my entire 45 years and the only gator attacks I hear of are people walking dogs around golf courses. This beach is definitely worth the trip.

During the Civil War, soldiers played baseball there to pass the time. There is often a reenactment during Memorial Day weekend.
