According to the ranger manning the entry booth, dogs are allowed everywhere (including the fort itself) except for the gift shop. There were multiple dogs there inside and outside of the fort when we went. This is as of 16-Mar-2018.

Yes, we took our dog there and she accompanied us on the tour. They were very dog friendly. You can read more reviews on pet friendly places on Bring Fido, and there are many reviews on there of people who took their dogs there.
No dogs are allowed in the monument fort area. Picnic area yes
Dogs are allowed everywhere in the park. Please be considerate of other people, though. Not everyone enjoys a dog jumping on them.

They are allowed everywhere except the gift shop inside the fort and The visitor center ,they must be on a 6-foot leash, and the leash rule applies to everywhere on the island
