Don't bother with a car seat rental. Budget has VERY old seats in questionable condition and they charge quite a bit of money for them. If your child is over 40 pounds, the only option is a booster seat which goes directly against their website that indicates a 4-7 year old will be provided a forward-facing car seat. We paid almost $100 to rent something that we didn't want and didn't protect our child. Unfortunately, there aren't many options when you find yourself at the rental lot without your own car seat other than to take what you are given and go straight to the store to buy something better. We will never make this mistake again.

Very bad experience. We only returned our vehicle here. Unfriendly staff as can be. We were just told to leave the keys in the car, no inventory, no receipt. When we wanted to ask an employee for a receipt, we were told that we would receive it by email, two weeks later, still nothing and we were charged TWICE, another 40 euros the day before yesterday without any explanation. We only received part of the deposit left, while we left more gasoline than when we picked up the vehicle. About fifty people in the queue at the reception, mixed rentals and returns, in short, I absolutely do not recommend.

You have two options: 1) You can rent a vehicle with a debit card under your name or the name of the person with the driver's license. If not, they do not give you the vehicle. 2) If you have someone who has a driver's license and a credit card, that person can search the vehicle and put their name on the contract.
