Not technically. It is one of the ~400 "units" managed by NPS, which includes National Historic Sites, National Lakeshores, National Battlefield Parks, etc. in addition to the National Parks. There are a few miscellaneous sites they manage as well, all in the DC region. Greenbelt Park is one of those.
