I wanted to know if there is a way I could go to Fiji without my passport. It got stolen few years ago and my mother is really sick in Fiji and I don't think I have time to have one made.

I believe you can travel on an emergency paper passport. Asked them to issue you an emergency paper passport and when you get to Fiji than you can fix your pass port

My father is a permanent resident of USA(30years) he retired and collects social security benefits. He went back to Fiji(his citizen) to visit family but while he was there he lost his pack which held his green card. How do I get him back home?

You have to call immigration in the states and inform them what the situation was but he can still travel using his Fijian passport since that's the only thing they will check at the airport and hopefully by than you've already gotten a letter from states immigration regarding his lost green card so it can show in the system once you arrived here in the states and they will issue the new one.
