It depends on your status here but although Venezuelans do not need a tourist visa to visit Argentina as tourists, I had to apply for a Visa even though I had permanent residence because my passport has expired since 2017, so they stamped the Visa on the "Travel Document " granted by USCIS. You must make the query directly to the mail of the Consulate of Argentina that corresponds to you according to your city.

The tours are every day LESS MONDAYS AND SUNDAYS.
There is no entrance fee but you have to reserve at least 21 days before.
Another option is that when they are in DC they go to the White House Visitor Center (1450 Pennsylvania Avenue) open from 7:30 a.m. to 4:00 p.m.

Call the Argentine Consulate in Washington DC so they can give you something temporary since the renewal must be done in Buenos Aires.

As of Nov 2016, neither country requires Visa for tourism/ business. You do need Visa for any stay longer than 90 days.
