My 2018 Avalon is in my garage in Rio Rico in PARK, it will not start, acts like it's not getting any fuel. Try's to start but will not, it was running just great when I brought it home on Thursday. How do I get it out of PARK, to move it?

I want to buy a Toyota that I will register in Wisconsin. I know I will pay the Wisconsin sales tax. Are there any mandatory taxes that I would be required to pay if I bought at Precision Toyota? Is there a documentation fee charged (negotiable)?
