The water department really needs to hire people!! Been trying to get in touch with someone for 3 days. Left messages waited for my place in line with phone and not one call back. Now on hold for 20 minutes. How are we supposed to pay bills if the customer service doesn’t do their job! I’m calling from work and can’t stay on hold for hours. Or 20 minutes

If I could give them 0 stars, I would. I would consider moving out of the city just so I do not have to deal with such rude, incompetent people again. I have not had a single issue resolved by the water dept.

I contacted PWD twice. Scheduled an appointment both times at the time they gave me to upgrade the water meter. Whoever was assigned was technology-challenged as they did not call ahead. Both times I had to take time off from work. 1st time nobody showed up. Then second time somebody shows up unannounced at 7pm, hangs a sign pretending he/she showed up at 8:15am which he/she wrote on the "Sorry we missed you" card, when my appointment was between 2pm - 5pm. SMH Good work Philadelphia Waste-of-time Department. You guys deserve an award, a raise and the key to the city.

If the issue is with your water temperature then it might not be the water quality itself, but rather how your plumbing (or building) is set up. There are a lot of things that could result in cold water getting hot, such as if the hot water pipes actually heat the cold water pipes from being near them and not being insulated well enough, or if the pressure in the hot water is so much greater that it seeps into the cold water pipe. My suggestion is to run the cold tap for a bit and seeing if that "clears" the pipe. This might be something you will have to consult a professional plumber about, or the building owner. If you're still wishing to test the water quality (as in the chemical levels in the water itself, such as calcium, of which most are safe) then look on the EPA website for a testing facility near you.
