Dulles is a huge airport and it would take people a very long time to walk from one point to the other without this service. So, my suggestion is that when your wife is checking in with her Airline, tell her to let them know about her physical condition and request for assistance ... You can take a train from DC Union station to Norfolk. Tickets are around $50. One way. If you need to get to Union station from Dulles you can go to the super shuttle desk or take the bus to the metro. There is a metro stop at Union station so that is probably what I would do.
