Well, for international arrival, you CANNOT go into the baggage claim area to help her to picking up her luggages ... So, my suggestion is that when your wife is checking in with her Airline, tell her to let them know about her physical condition and request for assistance ... So, after when she arrived at IAD and cleared US Customs, someone from the Airline will meet her there and assist her to retrieve all of her bags and push the cart outside for her ... She could also request to check in as a handicapped person as well ... just prepare some extra cash (few bucks) to "tip" that person during the Holidays.
