2 of 7 global entry kiosks functional is impressively bad. It took longer than regular passport control. 5 of the 7 kiosks were broken. Some just needed to be restarted, but nobody bothered to do it. Previous visits have been better.

Avoid this airport at all cost - it’s a nightmare . They are poorly run and interrogated the bell out of persons in wheelchairs. Arrogant / slow and rude. Even the supervisors -Hispanic. Just god awful. I saw employees being disrespectful and insubordinate to women mgrs. Hispanics guys in border control just awful and rude.

Specifically about Global Entry. First, it's near impossible to make an appointment to get through Global Entry application. Then when we finally did get one, they send a massive list of all sorts of documentation you need to bring. We spent hours gathering all this documentation, only to be told when we arrived, that we did not need any of it. WORSE, they then proceeded to ask for a document (passport of second nationality) that was not called out anywhere as documentation to bring. So we had to travel an hours home, and try to make another appointment, taking half a day off of work. When we showed up for this appointment, the respective on-duty officer was confused and asked us, "Oh, why are you bring this to us? Don't think this is necessary?". What. The. Heck.

Same happen to us with a pair of fur lined slippers. Agent could not provide a reason why they were being seized and did not issue a seizure number. Said someone would contact us and had us write our email on a scrap of paper. What a joke! No surprise we have not heard from them. Good luck!
It's at the main terminal by International Arrivals Baggage claim. Stop by the Entrance and Clearance office to declare money.

She definitely cannot use Global Entry area, she has to be processed thru regular US customs and immigration .
You don't need an appointment. Just go there!
The address is just the address for Dulles Airport: Dulles International Airport, 1 Saarinen Cir, Sterling, VA 20166 To find the office, go to lower level near arrivals. All the way at the end of the building. There's a sign that says CBP office. Buzz the intercom and tell them you have an appointment there. Walk down the hall until you get to the door on the right which says "GLOBAL ENTRY"
You have to be persistent. There schedule is black out. It took me two weeks. With help from HR

I am not sure but my guess is that you go through customs here..... unless you are flying with Etihad airways !
