Yes. Whirlpool state park is free with free parking, informational pavilion with bathroom a playground and access to the gorge trail system.
In case Google maps is not up to date, the closest entrance is from the devil's hole state park. With the deconstruction of the Robert Moses/Niagara scenic parkway it has now become a one way street towards Niagara falls

The stairs at devil's hole are being worked on the stairs near Whirlpool State Park are open you would have to go down them stairs to get to the water and back up when you leave

The area above the stairs is nothing like a trailhead and past the stairs is a rather skinny trail. Not sure what the official rules are, but sleeping in the parking lot would be your only option and I wouldnt call that camping, hah
