Yes. Whirlpool state park is free with free parking, informational pavilion with bathroom a playground and access to the gorge trail system. In case Google maps is not up to date, the closest entrance is from the devil's hole state park. With the deconstruction of the Robert Moses/Niagara scenic parkway it has now become a one way street towards Niagara falls
