No you can't! There might be some places nearby but definitely not in that devil's hole/ whirlpool area.
There is a water attraction on the Canadian side not on the US side. Although you can walk down into the canyon and fish along the shoreline
You cannot get in the water anywhere near the whirlpool and no watercraft. Just hiking and site seeing. You can however go to beaver Island state park which has a beach and is on the niagra River. It's an awesome park.
