The stairs at devil's hole are being worked on the stairs near Whirlpool State Park are open you would have to go down them stairs to get to the water and back up when you leave
They are working on one set of stairs. One is open. But maintaining social distance on that is a bit difficult.
There is one set of stairs open that I know of, if there are others they are closed.
